High COE Costs Create Massive Registration Gap Between Singapore and Malaysia
Singapore's motorcycle market continues to face significant headwinds due to the escalating costs of ownership. Recent registration data highlights a stark volume disparity when compared to the robust two-wheeler market in Malaysia.
According to the latest official data, Singapore registered only 7,547 new motorcycles and scooters during the first seven months of 2026. This figure stands in sharp contrast to the Malaysian market, which recorded a massive influx of nearly 535,000 new motorcycle registrations during the same timeframe.
The primary factor driving this trend is the prohibitive cost of the Certificate of Entitlement (COE) in Singapore, with costs reaching levels equivalent to approximately RM38,000. While motorcycles remain a vital mode of transport in the region, the high financial barrier to entry in Singapore is clearly stifling market growth and maintaining a significant scale gap compared to its neighbor.
